2005 Jun 01 - Phil Burgess keynotes the Tennessee Summit on Digital Government
"Sniffers and Triggers: The Use of Sensornetics in the Management of the Engineered World" is the title of the keynote delivered by Phil Burgess to the opening plenary on "Trends and Issues in the Digital Culture" at the Tennessee Summit on Digital Government. The Summit was convened by the Government Technology Executive Leadership Forum in Nashville on June 1-2, 2005.

2004 Nov 19 - Burgess provides management
advisory services to Baltimore inner-city organization devoted to
helping kids achieve their full potential
Phil Burgess and Ray Sydnor, former NFL star with the
Philadelphia Eagles and founder and president of Mentoring
Academic-Athletic Partnerships (MAAP), based in Baltimore, worked
together with The Clapham Institute to prepare a program plan that
outlines MAAP's approach to foster personal responsibility, nurture
leadership and build communities in inner-city neighborhoods.

2004 Sep 02 - Burgess works with Georgetown-based Evermay Society to develop a non-profit center to serve emerging leadership
Phil Burgess has been retained by Georgetown-based
Evermay Society to help design a center to support emerging leadership
in the Washington area and to provide a venue for established
leadership, both public and private, to meet to address issues of common
concern. The final report was delivered to Evermay Society president
Harry Belin on August 24, 2004.

2004 Jul 25 - Burgess delivers paper on
teaching from a worldview perspective to the annual meeting of Christian
Schools International (CSI) in Washington, D.C.
Phil Burgess and Annapolis Area Christian School
superintendent Larry Kooi delivered "Worldview Thinking/Worldview
Teaching: An Evaluation of a Pilot Summer Institute for Teachers in
Christian Education," at the annual meeting of Christian Schools
International (CSI) in Washington, D.C., July 23-24, 2004 (with Mike
Metzger, Larry Kooi and Dave Castle).

2004 Jul 25 - Burgess co-authors curriculum for
Summer Institute on Worldview Thinking/Worldview Teaching
Working with colleagues from The Clapham Institute (TCI)
and the Annapolis Area Christian School (AACS), Phil Burgess produced
Worldview Thinking/Worldview Teaching, A curriculum for the
Summer Institute for Teachers at the Osprey Point Leadership Center,
June 2004 (with Mike Metzger, Larry Kooi and Dave Castle). The Summer
Institute was held on June 21-25, 2004.

2004 Jun 13 - Burgess delivers annual senior
fellow lecture at UCLA on the role of non-profits in policy innovation
Institute president Phil Burgess presented Embers,
Firecrackers and Bunker Busters: Non-Profits and Policy Innovation in
America to faculty, staff and students at the School of Public
Policy & Social Research at UCLA, where he also serves as a Senior
Fellow and Visiting Professor, teaching in the graduate program on
communication and culture.

Technology magazine's Executive Leadership Forum in Lexington, Kentucky
Institute president Phil Burgess will keynote at
Government Technology Magazine's Executive Leadership Forum:
Government Service in a Changed World, to be held in Lexington Kentucky
on April 23 - 24, 2002. Dr. Burgess will speak on trends and issues in
the digital culture.

2002 Nov 15 - Phil Burgess Named
President Of National Academy of Public Administration
Annapolis Institute President Philip M. Burgess has been
named president of the National Academy of Public Administration. A
news release from the Academy describes Burgess as "a 'bridge-builder,' former academic, business
executive and western regional leader [who] will head the Academy in an
era of rapid growth and new demands for assistance."
A letter from Mort Downey, chairman of
the Academy's Board of Directors, notes that Burgess will assume his new
duties as Academy chief executive on December 1, 2002. Prior to that
time, he will work actively with the Board, Fellows, and staff as part
of the transition process. Burgess is a long-time Fellow of the Academy,
having been elected in 1978.
The Academy, founded in 1967, was
chartered by Congress to provide trusted advice on issues of governance
and public management to leaders of governing institutions in the United
States and internationally.

2002 Sep 20 - Phil Burgess is the featured
speaker for the annual Holland & Hart Partnership Retreat at the Lodge
at Vail on Friday, September 27th
Institute president Phil Burgess< will speak to 130 partners of Holland & Hart, one
of the West's leading law firms, headquartered in Denver with offices in
Colorado, Utah, New Mexico, Idaho, Montana, and Wyoming. Burgess will
lead a three-hour session, including a briefing on the "New West" and
how it is changing economically, demographically, socially and
politically -- and its importance as a business center for the nation,
the Western hemisphere and the world. The group will meet in Colorado
at the Lodge at Vail on Friday, September 27th.

State Governments - WEST Annual Meeting in Lake Tahoe,
Nevada
Institute president Phil Burgesswill speak and
participate in a forum at 2002 Annual Meeting to be held in
Lake Tahoe, Nevada convening July 16 - 19. His presentation, "Widening
the Gap between the Rural and Urban West," will set the theme for forums
convening on Thursday, July 18.

Institute president Phil Burgess will speak and
moderate a panel discussion at Progess & Freedom Foundation'sconference,
"Breaking Barriers to E-Government: Developing Practical Approaches to
Transformational Change", to be held in Chicago, Illinois on April 22,
2002. The panel is on "Homeland Security: When 'Tomorrow' Isn't Fast
Enough."

2002 Jan 25 - Burgess to participate on panel
on issues related to security and commerce on the U.S.-Mexico
border
Institute president Phil Burgess will address the
role of technology and management innovation to increase security while
minimizing the burdens of congestion, intrusion and bureaucracy on
trade, commerce and economic development. Burgess will focus on
North-South transportation patterns and border gateway functions among
the 10 states that straddle the U.S.-Mexico border. The panel,
sponsored by the Council of State
Governments-West and its Committee on the Southern Border, meets in
San Diego on March 18-19, 2002.

2002 Jan 24 - New book on Utah and America's New
Economy
Utah and America's New
Economy: Expanding the Winners' Circle is the fourth in a series
of studies on the West led by Institute presidentPhil Burgess for the
Denver-based Center for
the New West. This latest study, co-authored by Burgess and Glenn
Pascall, former business editor of the Seattle Times, shows how
the New Economy is bringing benefits to almost everyone, almost
everywhere, and certainly to Utah.
The book will be released in late
January in time to provide a new perspective on Utah for visitors --
including the worldwide press corps -- to the Winter Olympic Games,
beginning the second week in February, 2002. [January 23, 2002]
Review comment. Although the "winners circle" theme has an
obvious Olympic allusion, the authors use it to make the point that the
New Economy is not, as some have suggested, a "winner-take-all" world.
Rather, this excellent study illustrates how the New Economy is
spreading - geographically (i.e., beyond California, Massachusetts,
Virginia and other high-tech hotspots to the rest of the nation) and
from new industries (like computers and software) to traditional
industries (like mining and agriculture). Utah is a prime example of
this transformation, owing to its proximity to new markets, links to
Silicon Valley, a strong system of higher education and a high quality
of life - including natural amenities, a culture of community and
personal responsibility, and aggressive civic and governmental
leadership. This is also a story about Utah's land and people, its
founding, its business and commerce, and other contemporary issues - all
in a global perspective. It's a good read. [Excerpt from editorial

2002 Jan 02 - Burgess teaching at
UCLA
Institute president Phil Burgess has been
appointed Visiting Professor of Policy Studies at UCLA's School of Public
Policy and Social Research where he will teach in a new graduate
program on Communications and Culture during the winter term this year
-- from January 7 - March 25, 2002. According to Dr. Barbara Nelson,
Dean of the UCLA public policy school, "Phil Burgess combines
'outstanding teacher' citations with a solid record of research and
publication from his years as a university professor and think tank
executive, direct experience as a senior executive of a Fortune 100
telecommunications company, and deep knowledge and experience about the
telecommunications revolution and its impact on our politics, economy
and culture. He was our first choice to lead off our new graduate
program in communications and culture. We are looking forward to his
working in our community."
